Questions related to Fedora packages are better targeted at some Fedora lists

bugzilla.redhat.com, but while I'm replying here:
21.5.28 has been built for F7 and requested to be pushed to the 
updates-testing repository.  Shouldn't be a matter of more than a day or two 
until it is pushed there, and if there are no problem reports, I'll ask it to 
be pushed to the main updates repository next week.
In the meantime, if you can't wait, the unsigned, 
fresh-out-of-the-build-system packages are available at 
http://koji.fedoraproject.org/packages/xemacs/21.5.28/2.fc7/
