And before you say this is a bug, let me say there are very good
reasons for doing it this way. It has been an enormous success except
for the "where is the XXX library?" FAQ, which is easily answered and
resolved.
Our administration of the package system _is_ buggy, and the
documentation is insufficient. Package admin is my personal 2d
highest development priority (after the font-lock issues), for when I
free up some time for development. :-(
