Rebuild (preferably XEmacs 21.4.9, the current version). You'll need
to find out why dialogs don't get built it although they are
requested. It may be that the libraries aren't present or something
like that.
If you don't get another response from a Red Hat user on this list, I
suggest you contact Red Hat. I use Debian, so I don't know much about
fixing Red Hat problems. (This is almost surely not an XEmacs "bug",
but rather an issue with the Red Hat build environment.)
