It was never a policy decision. I put #'list* in subr.el for a year (and
that would have prevented this error); I moved it to cl.el on the reasoning
that we require cl for almost everything and maintenance would be a little
easier with it in the same file as it is in all the other emacs versions. It
would be perfectly cromulent to put it back in subr.el .
