I don't much like that because essentially no work has been done

usability (fontconfig configuration being the biggest pain point, but

My suggestion is to just change things to give the least surprise. For
example. Remove the font selection menu when compiled with xft since
it does not work (or link user to some documentation on how to
manipulate fonts using .Xresources etc) It isn't perfect but having
the menu and pretend it is working is worse than admitting it is
broken.

supporting upgrades to the packages. [...]

I suggest the following approach. Pick any package you would like to
use and see to that we support the Emacs features needed (or use
XEmacs features when we have them.) Upgrades to big packages with wide
use like gnus or introduction of new packages like org-mode will
likely give us a rather good compatibility without digging down to
much in obscure features.
