No. The bundled packages, if available, will be found in a standard
place. The user only needs to specify an installation location. All
this patch does is pick up that installation location and put the
bundled packages there on request. This has nothing to do with
"improving" what XEmacs is supposed to do at runtime.
The next step is to add a dependency on check-available-packages to
the install target, and eventually maybe an appropriate
install-*-packages as a prerequisite for install.
