21.5 Mule UTF use un-define (Mule-Ucs)

You must use Mule-UCS with 21.4 to get any Unicode support at all.
You should never use Mule-UCS with 21.5 as it provides no Unicode
features that 21.5 doesn't, and makes a mess of things internally. If
there are Mule-UCS APIs that you want to use in 21.5, we should
implement them using 21.5 native function.
