Well, I specifically put it next to, not under, XEmacs/packages so
that each developer would have his own distribution. This way with a
developer with multiple packages you have
XEmacs/packages/hacker/{pkg1,pkg2}/Makefile
so Makefile has to point to ../../../XEmacs.rules etc instead of
../../XEmacs.rules.
Not a big deal, but we should take note of it, maybe.

Er, how do we do this currently? In particular, make bindist doesn't
understand the difference among {xemacs,mule,site}-packages..
