Yes. For efficiency reasons Kyle used to build a monolithic vm.elc
file. However this was constructed out of compiled pieces rather than
compile a monolithic vm.el. The alternative was to have a trivial
vm.el, also generated at build time.
Obviously the new Makefile assumes the new arrangement when it does
"make distclean"....
