And so does Gnus, and so does MH-E, and so does MEW. So why VM?
Because, in contrast with message-user-agent, its keybindings are those of
sendmail-user-agent, so when someone fires up XEmacs on their new colo
machine account without any config in place, and presses C-x m they know all
C-t will go to the message text, without worrying about the XEmacs version,
and because I’ve never seen a support question asked or answered on MH-E or
MEW.:-)

Was there some objection to this previously? It seems a bit obvious as
something to be bound.
