Thanks for your work on this. I'd just been having the same
problem

The patch is against the C source. You'd need to download the source and
rebuild the XEmacs executable. See for starters

Alternatively, you can wait for Andy to put out a new binary.
A workaround that may be available to you is to choose U.S. Measurement
system from Control Panel->Regional Settings->Number. This will give you
measurements in inches, but at least they work.
