Yes.
If so, is requiring a current IE there an acceptable solution?
Well, in my cas I was told : no. Some people want windows without IE
(silly, I know !).
On the other hand, the only reliable version of wininet is the one
that comes with IE5. AFAIK, the previous ones have various kind of
problems.
