I had *no* trouble building because I have my modified nt/xemacs.mak file.

Please mail me the output of your make session. This is easy: Just
start the XEmacs make from within XEmacs with
M-x compile RET make -f xemacs.mak
and send me the resulting *compilation* buffer.
