I obtain:

This (the Directory node) gives a menu of major topics.

Info files in /usr/share/xemacs21/xemacs-packages/info/:

Etc, note that the notes are doubled and half of them have no
desciption available!
(I tried xemacs -q - no-site-file)
The lispref manual is missing tough
