I'm using Red Hat Linux 9 almost by default.

xmodmap -pk | fgrep F1
It returned
67 0xffbe (F1) 0x1008fe01 (XF86_Switch_VT_1)
and also I couldn't use the S-Fx keys (I didn't notice it until
now:).
P.S. If you are adventurous, try the following command and see if
shifted F1 starts working: xmodmap -e "keycode 67 = F1"
That's good! I will add it and others to the ~/.Xmodmap file.
