If we are going to do a new installer it almost certainly should be
MSI based since that is free.

we should ideally adopt a solution using installshield or some other
package that's specifically designed for general installation, not
just for cygwin's own purposes.
what does gnu emacs do? i thought they had a graphical installer.
and surely there must be open source equivalents of installshield by now?
