Not that I know of. They're not part of the package system.

that can be trusted to be installed?
The one package everybody should have installed to get at least
minimal functionality is xemacs-base, so this might be the place to
put them in. regexp-opt resides there too.
Are you volunteering to maintain the files and keep them in sync?
