IMO, too bad for texinfmt.el. We should either fix it or deprecate
it, specifically, replace the texinfmt-using command with
echo "You can't build Info on this host. Please d/l from XEmacs.ORG."

If somebody wants to do that work. I think it's a bad idea to make
documentation uglier or harder than it needs to be; we have too little
documentation as it is.
I'm open to discussion about this, but there are other features of
modern texinfo that we want (such as HTML generation). texinfmt.el
can't do that, either. It's not like makeinfo isn't available in both
Cygwin and MSYS.
