Hi Vin,
Sean MacLennan replied with an easier solution that I can avoid using Explorer
to create the directory and instead use the DOS prompt and mkdir to create it.
That was easy.

Inside XEmacs, evaluating the following works for me:
(make-directory "~/.xemacs")
Does that work for you?
