Yes. If you use the 21.5 sources from 2/15 or earlier, you will succeed.
I'm sorry I haven't had time to investigate this.
I'm also sorry my attempts to get 21.4 to build the packages have languished.
Mea culpa.
Perhaps later this week I will get 21.4 in package-building shape.
