However, if you are developing a new package or a large feature for an existing package, it makes a lot of sense to target a particular version of the packages it depends on while doing the initial work, and only when the package is basically working, update all of its dependencies. This structure makes that possible, while continuing to work on other packages (including updating non-dependencies) etc in the same tree.
