Well, sure. I went and thought about places that this may fit, and that
sprang to mind. :)
There's no reason why we can't put it where it belongs. But
basically
this is a variant on the sumo-in-source proposal.
So it is. I presumed that it was either completely stupid or old, so
opted for the most likely on my account.
It's just that no one has bothered to take the ball and run with
it.

It strikes me that this is probably more complex than it needs to be.
The current SUMO distribution[1] and a smaller package that was enough
to bootstrap, whatever that may be, would be more than enough.
The pre-built bits and pieces seem overkill to me, but that's just my
opinion. If it's scripted, it's probably not that much work. :)
