1. My decision to base primary package searching off of $prefix appears
to be have a suboptimal one, but probably too late to fix for 21.0.
It won't matter in many cases, but in the cases that will matter it
will really suck. I welcome suggestions as to how this can be
improved.
I am now of the opinion that there should be more non-compiled-in
options available (for packages to search at run-time).
2. I'm going to pull the dumped-lisp.el files from Sun and tooltalk.[1] If
Sun wishes their non-XEmacs standards supported by us, they can pay for
it like they have done in the past.[2] The equivalent functionality can
be pulled into something loaded at run-time if executed on a Sun if
someone is sufficiently ambitious. At the current time I can make test
builds on Suns of various configurations, but I cannot run them in X11.

last XEmacs package with a dumped-lisp.el file. Can you get it in
prior to 21.0? Pretty please?
