I just run setup and installed xemacs-21.4.7 (Windows[1]). The tty problems that I was
seeing with M-x shell and efs are gone.

It appears the windows shell lossage is due to the autoconf
2.5.x updates
that I applied. I will back out these changes since they are
not really
necessary for getting a release going.
