temacs looping

Ben apparently has a fix (a side-effect of his Eliminate Unnecessary Unsigned Counters Week Campaign, I don't know if he specifically spotted this) but it's not checked in yet. I suspect that there are others like this also fixed by Ben's change. The one in regex.c is not platform-dependent, but others could be (eg, if I understand the symptoms correctly, the GCC distributed in Debian unstable changed from signed to unsigned size_t since last September). There have also been a couple of "XEmacs 21.2.4x spins its wheels uselessly" on xemacs-beta-ja (most recently a few minutes ago).
