Did you reboot? If you upgrade cygwin1.dll, Cygwin programs don't work
correctly (or at all) until you have rebooted.
I have a similar icon for 21.4.18, and that doesn't demonstrate
the same
problem, although 21.4.18 always runs a cmd window in the background,
which 21.4.13 does not.
You can use Cygwin's "run" program to hide the console window, e.g.:
C:\Cygwin\bin\run.exe C:\Cygwin\xemacs.bat
