make distclean on modules removes version controlled files

The problem is that we don't want to assume that people have a full,
up-to-date autoconf just because they have hg.
It's the Makefile that's broken. Even though we *can* generate
configure, we distribute it. So "make distclean" shouldn't delete it,
only "make maintainerclean" should.
