As OG points out, it belongs in the data segment of .../bin/xemacs.
It mustn't go in .../share because it currently depends on the binary.
As for .../lib, there's a bootstrap problem ... xemacs doesn't know
whether it's run-in-place or not until the dumpfile has been loaded,
because the find-roots code is all in lisp.
We could do something kludgey about that, but Michael Sperber would
rise out of his coffin, transfigure into bat form, and bite someone
(probably me) on the neck.

This depends on how the package management system handles these
things. As long as the pms doesn't randomly relocate files, it
shouldn't be a problem. The installp apply and reject commands ought
to work, too, if they're implemented in the obvious way (move files
that get apply'd over somewhere else, then move them back when a
reject occurs) or something semantically equivalent (eg, the
/etc/alternatives mechanism Debian GNU/Linux uses).
