This worked sans fsize.patch. I had to click inside XEmacs or type at
it after it came up at wrong size and position. It would resize and
reposition and live happily ever after.

Let's try this then:
After starting
xemacs -no-site-site
with my .emacs in place, you will notice that the frame configuration
does not agree with what I asked for in .emacs (see
*initial-frame-plist-problem*).
When you perform
M-x problem
again
you will see that initial-frame-plist has duplicate property values
now and they are not exactly what we asked for.
