That's correct.
The r21-2-latest-beta tag is now obsolete; there will be no more
releases in the 21.2 series. It has forked into 21.4 and 21.5. The
current "latest" tag is "r21-5-latest-beta". The stable branches
don't really need "latest" tags, since both Vin and I tend to batch
our commits just before the release, and they don't have them.
Identify the current status of those branches with the branch tags,
"release-21-1" and "release-21-1". 21.5 is on the trunk, so it
doesn't have a branch tag. Life with CVS is like that.
