Fix pdump problems.

* frame.c (Fmake_frame): init gutters later. This makes pdump
happy.
* gmalloc.c: fix HEAP_IN_DATA + PDUMP definitions.
* Makefile.in.in: ditto.
* emacs.c: ditto.
* mem-limits.h: ditto.
* nt.c: ditto.
* configure.in: ditto.
