The 21.0 release happened at the m17n99 conference. There was a
"release party". Champagne was involved, see

for the evidence. Steve wrote he wanted to a real public announcement
(freshmeat and such) and releasing packages later that week. However
that never materialized. I think currently things are stalled because
Steve is travelling back to the US. He also mentioned _not_ doing
binary kits for 21.0, but to wait for 21.1 for that.
Is Steve reading this? If not, would it be acceptable for somebody with
ftp site access to go in and patch the tarfile to remove the ".67" and
write a full announcement, update the website etc etc.?

P.S. I am not sure whether Steve intentionally left the .67 beta
version on the 21.0.67 "release". If so I am not sure he knew that
1. This makes all humans thinks it is beta.
2. This makes configure think is a beta and thus build with
debugging enabled, misdirected bug reports and a "BETA"
splash screen.
