you may wish to try those. (Mercurial is a Python program, and
probably should work without trouble for this purpose on Windows. I

He's using one of the 21.5 setup kits from the testing directory, like
http://ftp.xemacs.org/pub/xemacs/binaries/win32/InnoSetup/XEmacs_Setup_21...
.
