No, window is legal channel for scrollbar events.

Oops, Sorry -- I hadn't read that far :-) And judging by the use of
XFRAME() in lots of event-related functions, I guess most people
didn't. Maybe we should at least fix the sentence you left out in your
quote:

a frame, device, console, or nil, depending on the
event type.
More importantly, what shall we do about all those broken functions??
