Much like moving 21.4 to Unicode internally because one finds the 21.5
implementation ugly, though not impractical in any way ...

I think TeX is of note;-)
Ouch! I had forgotten that there was a worse dynamic language than Emacs
Lisp lisp in wide use, I’ve only ever used TeX, never developed anything in
it.
