It _is_ broken. I can't replicate this with an installed xemacs, but
I am using srcdir which may be important. You are probably getting a
binary in a strange place, since it can't find any of the directories.
OK, let's see:
(1) It claims to be /usr/local/bin/xemacs, and you have prefix=/usr/local.
Are you in fact running an installed xemacs? Not in-place in the
source tree?
(2) Are you sure the installation succeeded, and everything's where it
should be under /usr/local?
(3) If you're running in place, watch out for broken symlinks (or any
symlinks at all, since you didn't use --srcdir).
And I'll reiterate Adrian's suggestion of running with --debug-paths.
