in the case of GCC you can just grep the output of --help --verbose
(IIRC) most of the time. (The Hannibal Lector flags weren't
documented, so I actually had to run the compiler with the flag and
see if the barf bag was full or not, so it's not a sure thing, but
maybe it would catch most of these.)

Option 2 would be nice someday, but I think Option 1 (capture the
compiler version in easy-to-test variables) would be great for now.
