Hi,
comment-lor.el --comment line-or-region-- should be available at
http://bazaar.launchpad.net/~a-roehler/s-x-emacs-werkstatt/comment-lor.el...
Should work with all Emacsen.
Has a bug still grasping the region, works fine on line.
