german quotes in quail pkg: latin-pre
Hello
Whats about the idea to include the german quotes:
Such as „ and ” I have patch but I never know which coding to use. The
original latin-pre is in iso-2022-7bit, so my changes should be in the
same coding and so the patch. However I am never sure whether patch can
deal with such an encoding.
