It needs to be a heavily stripped down version of w3 yes. The work
involved is the reason this isn't done yet.
However I would prefer that over EFS as nowadays _if_ you have net
access your just as likely to have http access and this can be done
without the use of external programs.
In the mean time a solution that sticks EFS and xemacs-base where they
belong as part of "make install" would be enough.
