Can't download patch for 21.5.27 -> 21.5.28

Actually, we switched to Mercurial as our version control system almost a year ago, and it is strongly recommended that you use the Mercurial version, as even 21.5.28 is now very out of date. There is also an unofficial carbon branch maintained by Aidan Kehoe, which might be a better starting place.
