Well, maybe it is to obvious, but I think we should not at the moment
bother upgrading or syncing packages that already is GPLv3
compatible. We should focus on the packages that isn't in order to
bring the SUMO into shape for a GPLv3 release.
So the plan could be like this:
1. Go through the list of files that needs to be investigated
manually in order to classify them.
2. Based on this classification also classify each package.
3. For packages that isn't GPLv3 compatible se what can be
done. Possibly contacting the copyright holder.
4. Do what ever is needed for each package based on the analysis.
