I was barking up the wrong tree.)
In the past I have always used GNU make to build and install
XEmacs. But, for some reason, I used the make that came with my Tru64
UNIX to do the make. It has no obvious version number, but the RCS
strings are all dated between 1994 and 1998, so it's not very new.
I tried gmake a few minutes ago and it worked like a champ. So the
problem is between the Makefile and the native Tru64 make.
