There is not much information in here but I've found at least one
other person with this problem on google so I guess it is reasonnably

When it does this, is it flickering slightly in the upper right corner?
I've seen something like this when I maximize-full under sawfish, and
the WM tries to make it one size, but XEmacs overrides that with a
slightly smaller size, since it wants to be sized on an even character
cell boundary. The WM then resizes it, and it resizes itself again, and
they sit there and fight over it until you either xkill or restore
xemacs to original size.
