Dirk Hohndel seemed to think it was a good idea at Linux something or
other in '99 (maybe an early Li18nux meeting?), and there were another
SuSE person who is/was involved in Li18nux (Chris somebody? female)
who was talking about it at a Li18nux BOF at another Tokyo Linux
confabulation. To the best of my memory they were at least
encouraging its use as "the standard."
If I've misspoken, I'm very sorry. (And if you know where the idea
came from---ie, who pushed it---I'll correct my citation.)
