Maybe, it depends on exactly what the contents of the s&m file is.
Some of the content can also be set in Makefiles, etc, or be moved out
of the s&m file and into another header or into a .c (typically but
not always controlled by a new config.h preprocessor variable). The
common point in the various different configuration methods (including
s&m files) is that some portion of the logic is in configure.
