[21.4][21.5] paragraph settings get modified in japanese.el
Top-level forms in mule/japanese.el alter values of paragraph navigation
variables `paragraph-start' and `paragraph-separate'.
Values, assigned to these variables are WRONG! They start with '^' while docs
say: 'it should never use \"^\" as an anchor'.
I'm not sure about why this was done, may be Stephen could say something about
it.
