Ahem. It *should* be possible to have multiple versions. Otherwise,
if the systems administrator installs Warthog-1.15 in
/usr/local/xemacs/packages, I as a user can't install Warthog-1.18
(because I want new features and the sysadmin is too busy to upgrade)
or Warthog-1.14 (because 1.15 gives me indigestion) in my
~/.xemacs/packages.
Even checking write access may be a lose - consider that for AFS or
Depot managed /usr/local, it may not be (sucessfully) written by root.
Or the sysadmin may be managing *his* personal tree. Or....
And of course, there's probably even more NT-related screws waiting here...
