No; in the case of --package-path it's literal-minded. --package-path
is explicitly low-level. In particular, anything you don't specify is
defined to be empty.
--package-prefix is intended to provide a consistent set of choices
with a minimum of user input. But it doesn't allow specification of
the user package path.

That's just well-meant advice. ;-)
The interfaces in question were specified by Mike (--package-path) and
Ben (--package-prefix). If you try to change them, you will most
likely get strong opposition (especially from Ben, who will no longer
be able to use the option he designed and contributed, unless he
changes his own installation layout).
