Use a partial index in the pre-release directory so that _only_ what's
in the directory is in the index.
The tricky part will be coming up with a safe way to generate the
partial index (actually, that's the easy part), and a way to merge it
into the main index file when those packages come out of pre-release.
Mind you, this will cause more confusion for the user. Say, for
example, there are 3 packages in pre-release. Said user updates her
packages from one of the pre-release sites, the packages buffer from
`pui-list-packages' will _only_ show those 3 packages, and will
continue to show only those 3 packages until she updates from one of
the main package sites (non-pre-release).
Unless...
Instead of replacing the user's index file we just merge in the
changes. I wonder how hard that would be to implement safely?
